But the Act's response resembles using a sledgehammer to perform brain surgery. Its broad definitions capture educational platforms alongside social media giants and pornographic websites. The identity verification requirements that might make sense for dating apps become absurd when applied to academic contributors who edit articles about political topics whilst living under authoritarian governments.

The results? Users have discovered they can bypass photo-based verification using images of video game characters. Meanwhile, VPN downloads have surged as people circumvent age checks entirely. Rather than making the internet safer for children, the Act has driven them towards less secure methods of access whilst creating vast new databases of personal information vulnerable to breaches.

Some platforms have simply blocked UK users rather than comply—removing potentially valuable content alongside harmful material. Others implement verification systems so intrusive they would make authoritarian governments proud. The Electronic Frontier Foundation warns this represents exactly the kind of "mission creep" where safety measures become tools for political control.

For Wikipedia, these developments are particularly ominous. The platform's strength lies in contributions from users worldwide, including those in countries where political expression carries severe penalties. Requiring identity verification wouldn't just expose these contributors to danger—it would deprive the site of crucial perspectives from regions where free expression is already constrained.

The international stakes

American states mandate ID checks for sexual content access. Each measure, taken individually, seems reasonable. Together, they're building the infrastructure for comprehensive digital surveillance.

This is how authoritarianism spreads in the digital age—not through dramatic proclamations but through incremental normalisation of surveillance. China didn't build its "Great Firewall" overnight; it began with child protection measures remarkably similar to those now appearing in democratic countries. Freedom House research shows Chinese officials have held "information management" seminars with representatives from 36 countries, whilst Chinese surveillance technology spreads globally.

The irony is exquisite: by pursuing legitimate child safety goals through mass surveillance, democratic governments validate precisely the methods they should oppose. When Britain demands identity verification for Wikipedia contributors, it provides cover for authoritarian regimes doing the same to monitor dissidents.
